    Not only are they trying to not provide anything smokable (vape pens and edibles only), they put an amendment in the state constitution a few years ago that made smoking anything pretty much illegal. They allow cigarettes, in their permitted "zones", however. The legislature is also trying to limit the growers and dispensary owners, creating a legal cartel for the industry in this state.

    My guess is that either a) the people approved for growing and/or distributing are part of Florida old money, or b) the legislature got so angry that we got tired of waiting for them to act on MMJ and went over their heads with a constitutional amendment, that they feel they must punish us.

    Bottom line, the implementation of the amendment did not make it through the legislature with all of its trappings, and is now going to be decided in a special session, as they ended this years session without getting a vote to implement from the legislature. Seems the State Senate is willing to talk, but the State House is trying everything to stop MMJ they can, although 71% of the voters passed the amendment.
